I caught all for that you need war. (changed pplayers_at_war)
Perhaps barbarians should be able to attack players, but they can't do
it in my current solution.

Caught all Diplactions.

The Paratroopers thing is a bug in freeciv, so it has to be changed with
another patch.

Nukes should be done with the Borderpatch.

Nur weil das Aufzeichnen, Kopieren und Schnüffeln bei elektronischem
