I can confirm that your patch for makefile.am fixes all problem related
to m4 macros.

On my Redhat 7.3 linux system, the make distcheck process has completed
without problems.

I suspect that you're system is using a more advanced gettext, like
1.11.4 or better, this newer versions enforce a stricter check on
headers of .po files.

The msgfmt -c compliance problem, that I've pushed so strongly on the
i18n ML, and has been applied, is related to this one.
The proposal is on 'wait', I suspect that Gaute hasn't replied to Raimar
questions about this topic.

I've uploaded a patch, some time ago, for fixing all those problem, on
ftp.freeciv.org, it was called full-po-patch.tar.bz2 ans was made
against 30th August CVS.
(Obviously many updates have changed .po file in the meantime, but the
work to do, is, more or less, the same)
The file is still in incoming...

In any case, if there is consensus on applying of msgfmt -c, I can
devote some work to fix actual cvs status and make the necessary update
to my patch.
