[Freeciv-Dev] Bomber goto doesn't find possible route (PR#1988)

CVS 26 AUG 2002 w/ var. patches

Trying so send a stealth bomber home, the goto refuses
to work, with the message: Stealth Bomber aborted GOTO 
as there are units in the way.
It's very easy to bybass the ZOC of the attacked city
and find a short way home, though.

Send bomber near Izhevsk to Hadera. Only one step aside is
required to reach it's hometown.
