Better distribution of economy to Tech/Gold/Lux
Example:
Taxrate Eco Gold Lux Tech
40/00/60 2 1 0 1

You see, that with little shift of taxrate you can increase the techout
to a higher value.
Against that i would suggest the Hare/Niemeyer-method. It is used for
elections in germany.
With Hare/Niemeyer: quotients

Nur weil das Aufzeichnen, Kopieren und Schnüffeln bei elektronischem
Datenverkehr leichter als bei der klassischen Post ist, darf man es nicht
einfach tun.
