That is not what freeciv anarchy is supposed to be like. Freeciv/civ2
anarchy is supposed to be like Hobbes' state of nature, chaotic and full
of war and misery, where life is nasty, short and brutish. Hence the poor
production/income/science/food.

So it makes little sense to be celebrating anything at this time.
