Yes, if you look really hard, you can find it. If you haven't been
following your new techs as closely as you should, or you loaded a game
you don't remember, and want to see if you can revolt to a better govt?
You have to check the tech dialog too.

It shouldn't be that way.

I would like to move the choice of govt from the govt change dialog and
into the revolution dialog. That way you can immediately see what govt you
have and what govts you can change to. Also we can put some info summaries
of what the various govts do there.

Removes one annoying popup from the game, too. I hate those popups that
fly in my face on turn start.
