[Freeciv-Dev] Stealthy Air Units (PR#1627)

This patch adds the flag Partial_Invis to the stealth fighter/bomber. These
units should have been stealthy in the first place. Only the default ruleset is
changed to avoid offending the Civ 2 purists.
