[Freeciv-Dev] rulesetdir in win vers not working?

I'm trying to make a modpack, but I found that the rulesetdir doesn't work 
in the latest win cvs? I tried quite a few different variants, but I'd 
always get an error: dir not found.
It seems the old 'set nations', 'set tiles', etc doesn't work any more. How 
can I load a mod?
Sorry, I'm a newbie and I may be missing something...
