[Freeciv-Dev] patch: modifies chilean.ruleset

I'm including a new patch that adds natural city names to several
chilean cities.

My previous patch added NCNs for cities whose names were spanish-based
("Viña del Mar", for example) - this new patch adds NCNs for
mapudungun-based [*] city names ("Temuco", for example).

This patch is based on the file freeciv/data/nation/chilean.ruleset
taken from freeciv-cvs-Jun-05.tar.bz2 .


[*]: Mapudungun is the language the Mapuches speak. Many cities, towns
and villages in the south of the country have names that originate in
their language.
