This is also knows as 727 part 1 and 928 or something.  Was fixed as part 
of big gotohand cleanup patch, but can be fixed independently too.

The attached patch fixes it, but it introduces a different behaviour: if 
the enemy city _is_ seen and empty and you ask your bomber to go there, it 
will obey, but will not do anything apart from "Only ground units can 
occupy cities" message.  Personally I think this is the right way.

If that is undesireable, let me know.
