The problem was caused by the patch to fix PR449, which contained
a misapplication of Aristotelian logic.  (Tertium datur, in this case.)

My patch has just been applied on civserver.freeciv.org.  It fixes
this, PRPR#1497 and PR#1503, and is listed by mistake as PR#443.
(I'm adding this for the person who cleans up Jitterbug.)
