Downside: 
In Civ2 Fundamentalism you can set tax/lux/science to a max of 80% and you 
also have a 50% PENALTY on your science production. So any science 
production you have will be halved.  And because fundamentalism doesn't 
receive a tradebonus like Rep or Demo your science production will really lag 
behind. Fundy is an ideal government for war however.


Lucky for us it's very far up the techtree...
