I simply added
pop_cost      = 2
beneath the uk_ cost lines for Settler then started a game built a city
set build to Settlers and pressed turn done a bunch of times. The city pop
went up to 2 then a Settler appeared without city pop being mentioned 
as going up to 3 nor going back up to 2, it was a size 1 city and a
settler. Maybe theres some way it could have grown to 3 then built the
settler or gone down to 0 built the settler and gone back up to one, in
either case without mentioning the growth?
