Well, the idea was that either, a) freeciv would read foo.png.base64
directly, or b) there'd be a makefile rule to convert .base64 files to
.png files.

But yes, if you edited the image, you'd need to convert back to base64
to prepare the patch. But other people would be able to apply a
single patch, and type make, and it would update correctly.

I can't think of anything off the top of my head either. Wonder if
there's a mimencoding plugin for the gimp....
