When sorting on a field such as Food Stock in the city report window, it appears
to sort on the first digit, not the numerical value.  In other words, you might
see something like this in the Food Stock column:

1/20
17/20
2/20
25/30
3/20

It's the same with other columns, like Surplus or Economy.
