        I should point out that this limitation has (largely) been 
removed by generalised improvements. See my earlier post on the subject, 
or get the patch for latest CVS from 
ftp://ftp.freeciv.org/pub/freeciv/incoming/impr-gen-combined-v3.patch.gz
