Ok, let's see if I get this mail myself... :)
Turns to change (growth) was incorrect when you had a city with a more
than full granary... Only way I know to get this is by conquering a city
with almost full granary... (The city will shrink and the required
granary size for growth will be less than the current food stock)
Here's a patch to fix this... (All this is gtk-client only)
