here's a short patch to add "(worklist)" to the right of the currently
building label in the city dialog if the worklist is not empty.

As I recall, I was initially against this, but after playing a short
game, I found it fricking annoying not to have this info immediately.

I do remove the frame. hopefully that's not a problem.
