Yes, as a matter of fact. In Civ3, Wonders cannot be rush built at all except with a Great Leader. You cannot pay for it with gold, and there are no caravans anymore.

I agree with Mike Kaufman that the rulesets should be at least general enough to allow all PayCiv and SMAC features, and then any additional effects as the need comes up.
