Present.
Updated patch attached.
Issues:
+ users can see all commands, even those they have no rights to issue
+ commands issued by others may fail, but the user is not told
explicitly, which can be confusing
+ by mistake, the attached patch includes an unrelated change to the
/end command and an unrelated comment - these are trivial to edit out
Playtest it on civserver.freeciv.org.
