And this is real reason why I didn't already do it. Assigning costs
isn't trivial and I see no easy way of reading cost information
only with some style.
Any guesses would everything break if I moved loading of game.ruleset
as first in server/ruleset.c:2578-2585. That way I'd have style
information when I'm reading tech information and costs wouldn't be
mandatory.
