I'm currently making a civ game, however it's larger and more
complicated than any civ to date.
You're welcome to use the following ideas in freeciv:
Primary Science, Secondary Science. Cities can contribute to primary or
secondary research.
Surplus research after a discovery is put towards the next advance.
eg. you discover gunpowder by primary research and have a surplus that
is added to democracy by secondary research and vice versa.
Private Enterprise. Cities can have improvements built by local
companies who need it.
National territory. Your nation controls an area 2 squares outside your
city, plus wherever your military is.
As it'll be a commercial game, demo users play as barbarians only in the
network game.
