The latter way is pretty much it. The worst part is having to name the
cities manually one by one.

Tell me about it: I burned my eyebrows compiling 200 names for the
Spanish city list. :-)

There's another option: a dialog containing several GROUPS of nations
(for example: modern european, modern american, modern asian,
classical, fantasy, miscellanaeous), from which either one nation can
be selected.
