If the player changes the government the server first sents the
updated city information and later the new player info packet (with
the new government). This breaks CMA 2.1 since it recalculates the
city on old informations (the old government).

The patch is included in CMA 2.2.

The patch should have no impact and so will be applied if there are no
objections.
