[Freeciv-Dev] [PATCH] little change to grid

Change:
the grid line only gets red if it's between a used and an unused
tile. Same for belonging to a city.

Advantages:
With the old mode the following situations would look exactly the same:

xxx  xxx
x.x  xxx
xxx  xxx

(x:used tile; .:unused tile)

Whith the new mode they wouldn't.
