I could not scroll the map viewport with with the keyboard.  I recall
being able to use the arrow keys (if the focus was in the map window)
in earlier versions of freeciv.  I could not scroll the viewport
in this way with 1.12.0, which is especially annoying since the scroll
behaviour of the GUI scrollars is counterintuitive when using the
isometric view.
