Oh, bother.  FWIW, this happened because I first tested civserver with
the patch, and then without it.  I timed them, and then I reapplied
the patch in order to apply i, but I applied the wrong patch.

This appears to be the biggest speedup to civserver in recent times,
so rejoice.  The savegame files that were produced are identical, so
I'm pretty sure that the patch (otherwise) bug-free.
