Hello!

I just uploaded a po file for the Romanian language to 
ftp://ftp.freeciv.org/pub/freeciv/incoming/ro.po.gz . It's
not complete yet (only 1183 translated messages) but it's a
start.
Attached to this email is a patch for configure.in to include
the Romanian language. After applying it don't forget to
regenerate the AutoConf stuff.
