This gets mentioned every once in a while.  There's really no benefit to
you (the player).

Suppose you have a city that produces 6 surplus shields per turn, and
you want to build the Caravan, Battleship and Coastal Defense that you
mentioned above.

If you stick them in a build queue in the order shown above, you'll get
a Caravan on turn N+9 (leaving 4 shields); a Battleship on turn N+35
(leaving 0 shields); and a Coastal Defense on turn N+49 (leaving 4, and
assuming the Battleship doesn't require any upkeep).

If you split the work "evenly" among these three tasks, you'll get them
all at once on turn N+49.  You've just lost 40 turns worth of trade income
from the Caravan, and 14 turns worth of protection by the Battleship, and
gained nothing.
