Hi,
I fixed the compiling error by taking Janus's advice.  I installed gtk+-devel 
and XFree86-devel and glib-devel.  Then configure and gmake worked.  The 
server started, but the "./civ" displayed the message: 

0: Game version does not match Resource version.
0: Game version: 1.11.5-devel - Resource version: 1.11.4
0: You might have an old Freeciv resourcefile in /usr/lib/X11/app-defaults
