I think that if we are going to do a clean up (and we should), it should wait
until after the release of 1.12.0.

My sense is that there are enough significant bugs in 1.11.4 known to be fixed
in current CVS & the enhancements in current CVS are compelling enough to
justify a release. We also need to break the current undeclared moratorium on
new features and structural changes. My preference would be to release to beta
now, give the beta a couple of weeks to scare up bugs, then release & allow
things to change in CVS.

Ideally, Freeciv should branch CVS so that we don't have to go through this
next time, but that's probably not realistic for now. Something to think about
for the future...
