[Freeciv-Dev] GNU gettext 0.10.38 and "Plural Forms"

Gettext supports plural forms now.

I don't know if the programmers will support it, but it may be useful to
add it's header line to the .po-files.

Because the format of the header line is different by numbers and kinds of
plural forms, please read the chapter about them in the gettext info.

The header for languages using one singular and one plural (like German or
English) is:

"Plural-Forms: nplurals=2; plural=n != 1;\n"
