[Freeciv-Dev] New polish.ruleset V2

Yeah, more kings, more cities, added new ruler_titles (for Despotism, Monarchy, 
Communism, Republic and Democracy). Tested on freeciv 1.11.4 under windows. 
Coderz must add full support for ISO 8859-1 in order to use polish native 
letters - ł, ś, ć etc. There was a problem in building new cities (suggestion 
of new name, instead of e.g. "Kraków" was "" -> nothing) and ruler_titles - 
"Król" (King) shown as "".
