Write a simple program which simply forwards everything it gets
from the client to the freeciv server and which also forwards things
in the other direction. That's quite simple.

When you don't want to write such a thing, I could try to dig it out.
(I think I have had such a program)

Then enter your father's local IP into the connect dialog (of
civclient). And start that simple program you wrote on your fathers
computer.
