I'm just thinking what would it take to make tileset swapping
possible while game is running. After first thoughts I realized that
it isn't the most simple task to do..

* GUI: View: new submenu where available tilesets are put
* Free tileset allocations
* tilespec_read_toplevel, tilespec_load_tiles, fonts, canvas sizes (destroy
  & recreate?)
* Redraw main_map, redraw & resize map_canvases in cities

Is this all you have to do? Could someone else think about doing this :D
I have time but don't believe to have enough skills...
