I've attached a diff (and spec) file that allows you to use your Civ II
people.gif with freeciv. It isn't very flexible(yet), and it doesn't support
the changing of the people to renaissance style (what tech does that?), but
other than that, it works.

Hint:
To install, change your people.gif to an xpm (and make that *lovely* pink
transparent), and put it in the directory of the tileset you wish to use it
with. Then you can add in the people.spec to that directory and change the
appropriate directory name. Make sure you reference it in your tilespec file
(last, to override the small.xpm people icons) and that you add
"advanced_people = 1" into that file.
