When Explosives are sucessfully researched, the production is upgraded from settlers to engineers
in _some_ cities, but not in _all_.

The remainder of the settler production is upgraded
one round later.

Though there may be reasons to do so with military
units, I can't see any to do so with settlers.

I don't think it's a bug. Science is counted city by city. When a city finishes the advance, production is upgraded in all following cities as the advance is then known. Before processing this city, it wasn't known, sothe upgrade couldn't happen.
