System:  Linux i386 GTK

With a tank entering empty enemy city from ship,
the goto function doesn't produce the optimal way.
It chooses to move over grassland instead of
taking the road, thus consuming 2/3 additional
movepoints.

Login as Peter. Move tank from transport SE of
Hevron into the empty city.
