[Freeciv-Dev] new versions of capability & ping packet patches

The new version of the capability patch remove a useless #include
directive & some minor change for smart(er) compilers to optimize better.

The new version of the ping packet patch includes a capstring so it no
longer breaks compatibility with old clients *yawn*

You see... i can be convinced ;-)

If noone has any objections both patches will be commited tomorrow.
