[Freeciv-Dev] Again new version of production upgrade patch (PR#703)

I removed some unnecessary changes (if-clauses, which Thue mentioned)
from this patch. Also updated against the latest CVS. (Old patch didn't
work out anymore because stuff was transferred cityhand->citytools)

This patch is by no means perfect, but it should fix a load of bugs.
I've tested it and it should work out fine. However if you find bug(s)
feel free to edit this patch to fix them. But if you lack the ability or
time to do that, please report me those bugs. But because I don't have
internet connection at home, this patch is advancing slowly :(

Please, apply to CVS as soon as possible.
