 That would mean that whenever rules change both server and client
have to be changed. Changes would also lead to backward compatibility
problems more easily.

 Really? This should be fixed. Someone should go through all
server side assertions in order to make sure client can't force them.
Some (or just one?) such assertions are fixed since 1.11.4.
