Sound interesting, more realistic.
I think freeciv could be a much better game if there were more people
developing alternate rulesets instead of approaching a clon of the CIV
game only.
A complementary idea is to assign different classes of missions to diferent
nations. I think poor realistic the idea that all nations aspire to conquer the
world, or destroy the rest of opponents, or reach alpha-centauri. Even
could be more than one winner. And perhaps the mission of a nation is not
established from beginning of game, but after some time, when each nation has
acquire its own features.

Other nation destinies may be, for example:

        - be a part of a strong military alliance and destroy the more
ambitious nation that want to conquer the world
        - be the nation with the most active commerce with other nations.
        - conquer only one part of the world
        - fight against other power to politically or military or
commercially control a zone of the world.
        - formate a big common market with other nations
        - destroy those infamous nations that contaminate the world and provoke
animal extinction
        - unify various nations (states) to form a big federal or
centralized nation. Here the players that control each nation could govern its
state, but there will be a federal goverment. Or may be one state (player) could
pugnate for the control of all the union, in a political and military war
against the others.
        - Convert into a bank paradise
        - be the more industrialized nation.
etc. etc. etc.
