You mean, have two civservers 'synchronize' by mail?

Well, you can send the .sav.gz and start the server at the receiving
end with civserver -f, play one turn, then return the resulting sav.gz.
It is not yet possible to /load a game into a running civserver.
Furtermore civserver would have to 'block' after a single turn, until
the next /load command, and somehow interpret the savegame as an update
to the existing state.  There is no code to do that.  Perhaps a different
format, that just records actual game actions, is more suitable.  This
would also be interesting for a replay feature.
