as far as the coding is concerned the limit could be set to the maximum
value of a signed int.
but that value is sort of outside the scope of most players.
if the option is set to 0, there are no limits, so from the perspective of
the player, if (s)he decides to set a limit, i figured something like 20
might be the maximum value that would still have a very slight influence on
game tactics.
is that a good reason? i don't know.
the option help recommends a value between 5 and 9.
