Oh, yes. But it would be complex to implement. In the end, you need 
the answer to this question: how good was the unit you've been fighting
against, relative to your own power, all factors counted?  I think the
hp you've lost in the battle is a good approximation of it.
If you accept the fact that the experience of a unit is a raw number
(instead of a complete skill list) you need to know only that.

If someone implements retreating, the defeated unit will get xp the same
way.

As I said in the private answer, there are already a lot of parameters
that affect gameplay: generator, number of resources, etc... as long as
the standard values will be the current ones, I think there're no big
problems in adding new options (or rules).
