I would rather decrease amount of money gained from selling buildings.
One part of game is balancing your food/shield/trade production and it's
partly lost when you can change shield -> trade for no cost.
This should of course be either server option, in buildings.ruleset or in
game.ruleset.
Anyway, adding cpaitalization from beginning is better than running
current micromanagement show of building + selling.
