Freeciv currently has (and has had for a while) problems with saving
before 'start' has been used.

This patch improves saving (and some loading) of savegames so that 
it should be ok to save game before game has started (or restarted), 
including saving scenarios, eg with modified server options.

The patch also updates the data/scenario/*.sav to have current
parameters.  (New files are essentially result of loading and resaving
after applying this patch, plus changed fogofwar from "old savegame
missing" value of 0 to "new default" value of 1).
