Hm, are you sure?  The main problem with the Engels flag is that the
blue stripe is half again as wide as it should be.  This really makes
it stick out like a sore thumb, though I suppose it might not really
be apparent to those not intimately familiar with the Norwegian flag.
The problem with the red rectangles not having proper proportions is
not nearly as noticeable.

If I were you, I would at least shave off one pixel from the blue
strip.  Whether or not to crop the red rectangles would depend on
whether this is offset by having a flag that is noticeably smaller
than most others.  I'd also consider giving the same treatment to the
other Scandinavian flags (Denmark, Sweden, Finland and Iceland) to
preserve uniformity if so desired.

PS The English flag in the Engels tileset appears to have a spurious
pixel with the wrong colour to the extreme right in the red cross.
