In the "Alien Crossfire" expansion pack for SMAC, there's something
like this.  If a human faction takes an alien faction's city, or vice
versa, the city is reduced to size 1, and extra citizens flee the city
as Colony Pods or Sea Colony Pods.  (These are like the Settlers and Sea
Engineers in Civ:CTP; they cannot terraform -- they can only make cities.
SMAC has separate Former and Sea Former units for terraforming.)

Of course, it's very uncommon for one of those Colony Pods to survive
the next few turns....
