Great ideas - maybe some of them can be applied to Fundamentalism as
well?

Very interesting ideas! Maybe it should be generalized to all forms of government. IIRC, Freeciv already keeps track of founded and conquered cities. Also, maybe the effect of this difference will decrease over time due to neutralization.
